Driving in China as a visitor: rent a car or book a driver?

1. Make the licence decision before the rental decision

Start with legal eligibility, not the cheapest car listing. The UK Foreign, Commonwealth & Development Office says driving in China requires a Chinese driving licence and valid insurance, and warns of fines and detention for driving without them.^[13] A foreign licence, a translation and a rental reservation should therefore not be treated as permission to drive.

Beijing’s January 2026 FAQ describes applying in person for a temporary driving permit with a foreign licence and supporting documents.^[11] That is the useful starting point for a visitor, rather than assuming that ordinary rental-counter procedures used abroad will apply. 2. Prepare the Beijing documents, but confirm your own eligibility

The Beijing FAQ asks for an exit-entry identity document and addresses the visa-exempt case explicitly: applicants exempt from visa requirements should submit their passport or other valid exit-entry document held upon entry.^[11] Visa-free admission is therefore not, by itself, a reason to assume this application route is unavailable.

It also requires the foreign driving licence and a Chinese translation supplied by a qualified translation agency in China or notarized by a notary office; temporary, studying and internship licences are excluded.^[11] The listed photo requirement is two recent one-inch colour ID photographs, with a white background, front-facing and bareheaded.^[11]

The source answers a German licence holder’s question.^[11] If your licence comes from another country, is provisional, has vehicle restrictions or uses an unfamiliar format, ask the issuing office to confirm acceptance before ordering translations or paying a rental deposit. Do not assume a self-made translation meets the stated requirement.

3. An airport application route is not a guaranteed arrival-day pickup

Beijing lists application locations at Capital Airport and Daxing Airport, the main and branch Motor Vehicle Administration Offices, and the Beijing Government Service Center.^[11] Daxing’s separate official service page says the Beijing Service airport counter can give advice and direct applicants to the Vehicle Management Station inside the terminal to complete the application without leaving the terminal.^[12]

Treat that as a place to seek the service, not a promise that your permit will be ready whenever your flight lands. The cited Daxing text does not state counter opening hours, an appointment requirement, a fee or a guaranteed processing time.^[12] Ask specifically about your arrival date, accepted translation, any instruction or assessment, and the permit’s validity and vehicle category.

My practical fallback is to keep the first transfer independent of a rental pickup. If the office is closed or a document is rejected, use your prearranged transport and move the self-drive decision to another day rather than driving before authorization is resolved.

4. Confirm the rental agreement separately

Use two separate confirmations: the authority confirms what you may drive; the rental company confirms what it will actually hand over to you. Before paying, send the company your proposed document list and ask it to confirm acceptance of the temporary permit in writing. Ask about the deposit, payment method, named drivers, vehicle category, pickup deadline and cancellation terms.

Also ask for written answers about insurance cover, excess, exclusions, roadside assistance and the accident-reporting procedure. Valid insurance is part of the official driving requirement, not an optional substitute for having the correct licence.^[13] For a multi-city journey, ask the permit office about the authorized area and ask the rental company separately about cross-province use and one-way return. Do not rely on a forum comment to settle either question.

5. Choose a driver when paperwork would dominate the holiday

My recommendation is to favour a booked driver when the car is mainly for one excursion, when you cannot confirm your permit before a non-refundable pickup, or when you do not want responsibility for unfamiliar driving conditions. This is an itinerary judgment, not a claim that hiring a driver is always cheaper.

Ask for an itemized quote covering the exact route, waiting time, extra hours, tolls, parking, luggage capacity, cancellation and how to contact the operator if the driver changes. Confirm the operator and vehicle details rather than accepting an anonymous roadside offer. For taxis specifically, UK official advice warns against unmarked or unmetered vehicles and recommends requesting a receipt.^[13]

Self-drive is worth considering only after those document and insurance questions are settled. Compare the complete quoted cost and the time you would spend arranging authorization against a driver quote; no price estimate or claim of universal rental acceptance is made here.

6. Keep an accident plan and a no-driving fallback

UK advice says that after a serious traffic accident you should call the police, not move the vehicle before they arrive, and make sure you and your passengers are in a safe place.^[13] It also warns that injuries may create responsibility for medical costs and that penalties apply to alcohol-impaired driving even at very low levels.^[13] Save the rental company’s emergency contact and ask how to obtain language assistance before departure.

If permission, rental acceptance or insurance remains unclear, the fallback is straightforward: do not take the wheel. Rebook with a driver or change the itinerary.
