Shanghai airport taxis: meters, receipts and fare complaints

Choose the rank, not an unsolicited offer

For a metered taxi, follow airport signs to the designated pickup point rather than following someone who approaches you with a city-centre price. Treat an offer to bypass the queue as a reason to return to airport staff, not as proof of an official service. These are practical precautions, not a claim that every person offering transport is fraudulent.

Shanghai’s airport guide places Pudong Terminal 1 taxis outside Arrival Gate 12 and Terminal 2 taxis outside Arrival Gate 25. At Hongqiao, it lists Gate 1 on the arrivals floor of Terminal 1 and Gate 4 on the arrivals floor of Terminal 2.^[202] Use those as orientation points; if signage has changed, ask airport staff where the current taxi queue starts.

Before departure: establish what you are buying

This guide concerns ordinary metered Shanghai taxis, not a privately booked transfer or an app-priced car. Ask the driver to use the meter before leaving. If the driver insists on a negotiated price while you are still at the rank, ask the dispatcher for help or another taxi.

A reported April 2026 Pudong case involved overcharging and a mid-journey vehicle transfer; the report states that local rules require meters and official receipts.^[205] A marked taxi or airport pickup is therefore not a substitute for checking the ride itself. If asked to change vehicles unexpectedly, ask why and preserve both vehicle details when safe.

Read the tariff, not an internet “airport price”

The city’s June 2026 transport guide lists a 14-yuan starting fare for standard taxis and 16 yuan for Touran and specified electric taxis. The initial distance is 3 km; beyond that, the listed rate is 2.7 yuan per kilometre. Only the distance beyond 15 km attracts the 50-percent long-distance surcharge.^[203]

The same guide gives the night period as 11 pm–5 am, with a 30-percent surcharge on the base and distance fares. Low-speed waiting is charged every four minutes at the equivalent of 1.5 km of distance fare. It also lists holiday supplements of 10 yuan during Spring Festival and 5 yuan during the National Day and May Day holidays.^[203]

These components explain why distance alone cannot predict the bill. The separate taxi guide says suburban taxi tariffs are set by district governments, so do not apply this tariff indiscriminately to every vehicle.^[201] Check the displayed tariff and ask for an explanation of any amount requested beyond the meter. Treat an airport-guide estimate, hotel estimate or another traveller’s bill as context, not a legal ceiling.

At arrival: keep the ride record intact

Ask for the official taxi receipt before the vehicle leaves. The city guide says it records fare, pickup and drop-off times, driver identification, distance and waiting time.^[201] Compare those details with your trip and photograph the complete receipt, not just the total. Keep the original.

Separately record the registration plate, taxi company, journey date, pickup point and destination. Save the payment transaction and any safe-to-take photograph of the final meter. If no receipt is provided, note that explicitly rather than giving up. A payment screenshot documents money changing hands; it does not by itself explain the meter calculation.

Dispute the fare without escalating the encounter

Ask calmly for an itemised explanation. If the situation feels threatening, prioritise reaching a staffed public place rather than pursuing a roadside argument or trying to stop the car physically. Once safe, organise a short factual account: what the meter showed, what you paid, what explanation was given and what evidence you retained.

Shanghai describes 12345 as a 24-hour public-service hotline offering English and other foreign languages.^[204] Ask it to route a taxi-fare complaint to the appropriate department, request a reference number, and provide a reachable contact. State the remedy you seek, such as checking the calculation and returning any verified excess.

The April 2026 report describes a full refund in that particular case.^[205] It does not establish a universal entitlement, success rate or deadline for your case. Keep the evidence and case number for follow-up; do not treat social-media assurances of guaranteed refunds as official policy.
