Do not treat “we lack foreigner qualifications” as the national rule: the July 2024 circular rejects qualification barriers imposed by local departments and platforms and unlawful no-overseas-guests notices.[41] Before committing, ask the exact hotel to confirm foreign-passport check-in and hotel-handled registration in writing. If refused, clarify the reason, involve a manager and the booking platform, and prioritise a confirmed replacement if necessary. Hotel acceptance and registration for private-home stays are different decisions.[44]
1. What the national policy actually says
The seven-department circular, issued on July 1 and published on July 25, 2024, says local departments and booking platforms should not use qualification requirements as a barrier to accommodation operators receiving overseas guests. It also says platforms and operators should not unlawfully publish information that they do not accept overseas guests.[41] The English government report confirms both points.[42] This is a better reference than an old review claiming that only specially licensed hotels can accept your passport.
That does not mean every property must supply any room on demand. The circular does not guarantee vacancy, a particular rate, refund compensation or entry to areas governed by separate access restrictions.[41] Distinguish a foreign-passport refusal from a sold-out room, a booking for the wrong date or an identification mismatch. Ask for the exact reason rather than accepting or challenging an ambiguous “cannot check in.” This guide covers ordinary hotel bookings in mainland China, not Hong Kong, Macao, private-home stays or permission to enter restricted destinations.
2. Before paying: confirm the exact hotel and arrival
For a low-stress booking, obtain a written response from the actual property, especially before choosing a non-refundable rate or arriving late. Send your stay dates, approximate arrival time, number of guests and the fact that each relevant guest will use a foreign passport. Ask whether the front desk can check everyone in and complete the hotel’s accommodation reporting. This is a practical risk check, not an application for a special foreigner permit.
Use a message such as: “I will arrive on [date] at about [time]. We are [number] guests using foreign passports. Please confirm that this hotel can check us in and handle our hotel accommodation registration.” Save the reply alongside the property’s Chinese name, address and telephone number. Do not send passport photographs to an unverified contact merely to ask this question.
If the hotel replies “yes” but the booking page says “mainland guests only,” ask the platform to resolve the contradiction in the booking record before payment. If the hotel replies that it lacks the qualifications, point to the circular and request a manager’s review.[41] If no clear answer arrives, a refundable alternative with confirmed reception arrangements may be the more useful choice than winning the argument before your flight.
3. Read the booking as a contract, not a passport guarantee
The policy expressly calls for platforms to review merchants’ published information and improve the foreign-language booking experience.[41] Nevertheless, a successful payment is not your own verification that the front desk has understood the passport and arrival arrangements. Check the precise branch, room occupancy, check-in hours, cancellation deadline and whether the charge is prepaid or payable at the property. These are recommended checks, not uniform national hotel terms.
Ask support what it will do if the property refuses solely because of your foreign passport: contact the hotel, arrange another room, request a refund, or offer some other assistance. Get the response in the platform’s message channel. Do not assume a platform will cover a more expensive replacement or taxi fare. Keep a screenshot of the terms that applied when you booked; this guide has not tested any platform’s checkout or reimbursement process.
4. At the desk: find the real obstacle first
Bring your original passport and the booking confirmation. Check that the reservation’s name matches the travel document and show any written acceptance from the hotel. If staff say “we cannot accept foreigners,” calmly ask whether the problem is a claimed qualification requirement, unfamiliarity with passport entry, an unavailable room or something specific to your documents. Request the duty manager rather than repeatedly arguing with the same receptionist.
The circular directs authorities to simplify information collection, expand reporting methods and provide registration guidance and training to accommodation operators.[41] Where staff do not know how to enter your passport, ask the manager to obtain guidance from the local public security authority or to speak with booking-platform support. Do not agree to check in under another person’s identity or treat an unregistered cash arrangement as a solution. The hotel’s registration duty remains in place.[44]
Ask whether the problem is room availability, booking details or processing a foreign passport, and request a duty manager and local police registration guidance. This identifies what failed and who can fix it; it does not threaten the receptionist or claim an automatic right to a room.
5. If refusal continues: secure tonight’s room and preserve the dispute
Contact the platform from the hotel if feasible. State the reservation number, property name, arrival time and the reason the staff gave. Ask support to speak directly with the property and record whether the hotel is declining the booking. Before pressing “cancel,” ask how the case should be recorded so that an ordinary guest cancellation does not obscure the hotel’s refusal. This is evidence-preservation advice, not a guarantee of a refund.
If it is late or you are travelling with children, prioritise a safe replacement with confirmed reception and passport handling. Ask whether the replacement is confirmed before travelling there, and clarify who pays any difference. Keep the original confirmation, hotel messages, refusal explanation, support case number and receipts. Avoid collecting or publishing other guests’ personal information. If the price difference or transport costs are disputed, request a written decision rather than assuming reimbursement is automatic.
6. Where to ask for policy help
The circular identifies the 12367 immigration-management service platform, with all-hours Chinese and English support for policy questions, information, complaints and suggestions, and calls for interconnection with the 12345 hotline.[41] For a foreign-passport reception or registration-policy question, explain the city, hotel and exact refusal to 12367 and ask which local office can assist. For a booking-service dispute, also keep the platform involved; immigration-policy advice and a commercial refund decision are different tasks.
The notice requires relevant authorities to investigate unlawful accommodation restrictions and urge correction, but it does not give a guaranteed same-night resolution time or a fixed compensation schedule.[41] Do not rely on a social-media claim that one call will force immediate admission. Ask for a case reference and next steps. This article reports published policy and planning options; no hotel, hotline or dispute procedure was field-tested.
7. Hotel acceptance is not non-hotel registration
The National Immigration Administration’s March 20, 2026 announcement states that hotels register foreign guests and submit their accommodation information to the local public security organs.[44] Your booking decision is therefore whether this particular hotel will receive you and perform that duty—not which non-hotel online pilot you should use to persuade it to accept you.
The same announcement separately describes registration for people staying somewhere other than a hotel.[44] That is a different topic and is not a workaround for hotel refusal. If the proposed replacement is a private apartment or home, establish what kind of accommodation it is and who handles registration before accepting it; do not assume that a commercial booking page makes it a hotel. 8. Evidence, dates and limits

The central policy sources are the full July 2024 circular, its ministry announcement and the English government report; the ministry announcement emphasises both better reception capability and responsibility for platform listings.[41][43][42] The March 2026 NIA notice is used only to establish the hotel/non-hotel responsibility boundary.[44]
Public search results revealed travellers asking whether booking through a domestic app changes foreign-guest eligibility and reporting refusal after an online booking. These are demand signals, not verified incidents or a measure of how often refusals occur.
