Japan recognises a Japanese licence, a qualifying Geneva Convention international driving permit, or a licence from Switzerland, Germany, France, Belgium, Monaco or Taiwan with an authorised Japanese translation.[41] An international label alone is insufficient: the convention's prescribed format matters.[43] JAF translating a licence for conversion does not mean that licence permits immediate driving in Japan.[41][42]
Identify the licence route before choosing a rental
The National Police Agency separates three routes: a Japanese licence, a Geneva Convention international driving permit, and a licence from a designated jurisdiction accompanied by a Japanese translation.[41] The translation route is not open to every foreign licence.[41] Its eligibility depends on the actual licensing jurisdiction, rather than simply the traveller's nationality.[41]
Our advice: check every intended driver separately, recording the issuing jurisdiction, expiry date and proposed route. This article concerns driving eligibility in Japan, not vehicle models, rental prices or insurance. It does not certify a rental company's handover conditions. The research access date is 2026-09-20, not a claimed commencement date for these rules.
An international label does not establish validity
The NPA requires an international driving permit issued in a Geneva Convention contracting country in the format prescribed by that convention.[43] A foreign-language cover, an international label or a seller's claim of worldwide acceptance does not replace those requirements.[43] The official route is the Geneva Convention route, not an interchangeable permission for documents based on any other convention or private translation scheme.[41][43]
Our advice: tell the authorised issuing organisation that your destination is Japan. Ask it to confirm the convention, document format, issue date, expiry date and permitted categories. Do not buy a multilingual translation card simply because its seller calls it an international licence. If your document follows another convention, resolve that difference before committing to a non-refundable rental.
The six-jurisdiction exception also controls the translator
The listed jurisdictions are Switzerland, Germany, France, Belgium, Monaco and Taiwan, with a Japanese translation produced by a recognised body accompanying the licence.[41] Recognised producers include issuing authorities or relevant consular bodies, particular approved organisations and organisations designated by the National Public Safety Commission, including JAF.[41] The NPA expressly warns that foreign statutory translators are not included in its list.[41]
Our advice: do not assume that notarisation or a sworn translator's professional status meets Japan's requirements. The NPA separately names the Taiwan-Japan Relations Association for Taiwanese licences and the German automobile association for German licences; those specific recognitions should not be generalised to every jurisdiction.[41] Check the licence and authorised translation together, rather than treating the translation as a standalone licence.
A translation service is not permission to drive
JAF says it generally produces Japanese translations of licences from all countries, and its conversion page includes document requirements for Chinese licences.[42] That page concerns supporting a Japanese licence conversion application and explicitly says that translation does not assure conversion.[42] Mainland China is not among the six jurisdictions in the NPA's direct-driving translation route, so a mainland Chinese licence with a Japanese translation does not qualify through that route alone.[41]
Our advice: separate three milestones: obtaining a translation, obtaining a Japanese licence through conversion, and being eligible to drive today. A country appearing in an application form proves neither of the latter two. If you also hold a licence issued elsewhere, assess that actual document independently; do not transfer assumptions from one licence to another.
Check both the landing clock and the document clock
For international permits and qualifying foreign licences, the driving period is the shorter of one year from landing in Japan and the document's validity period; an international permit itself is valid for one year from issue.[41] The NPA's British-licence example likewise compares one year from landing with one year from permit issuance.[43] Arriving in Japan therefore does not renew an almost-expired permit.[41][43]
Our advice: put your last planned driving day, landing date and document expiry date on the same calendar. Keep evidence explaining your entry history. If a permit expires halfway through a trip, validity when collecting the car does not authorise the later driving days; that follows from the shorter-period rule.[41] Ask the police about borderline dates rather than relying on rental duration.
A short trip abroad may not restart a resident's year
For a person recorded in Japan's Basic Resident Register who leaves and returns in less than three months, the return landing date does not start a fresh driving period under these documents.[41] The NPA explains that a registered resident whose original landing was over a year earlier may remain ineligible even with a valid newly obtained permit, and driving in the circumstances described constitutes unlicensed driving.[43]
Our advice: residents, students and frequent returners should provide their registration status, entry and exit history, and permit issue date to the relevant police office. Do not copy a first-time visitor's calculation. Equally, do not rewrite this resident-specific exception as a blanket requirement that every tourist must spend three months abroad before returning; the official wording specifies the affected group.[41]
Conversion is not an airport rescue plan
The NPA requires applicants converting a foreign licence to demonstrate at least three months in its issuing jurisdiction after obtaining it, and to apply through the licensing centre serving their Japanese address.[41] Foreigners outside the Basic Resident Register Act generally cannot apply for a Japanese licence except in legally specified exceptional cases.[41] The NPA also says conversion from an international driving permit itself is not available.[43]
Our advice: keep a public-transport alternative until your legal route is clear. Ask the police about legal eligibility and separately ask the rental operator about original documents and contractual requirements at collection. Do not treat a booking confirmation as a completed legal assessment. This is not a conversion tutorial: appointments, tests, exceptions and fees need separate confirmation with the licensing centre.
